National Planning Policy (in the form of Planning Policy Statement 3 'Housing' (PPS3)) requires that local authorities produce an evidence based document which is able to test and demonstrate that sufficient land could be brought forward to meet housing growth needs over a given plan period. This document is known as a ‘Strategic Housing Land Availability Assessment’, or 'SHLAA' for short.
Please note: Although the SHLAA forms part of the evidence base for the Babergh Development Framework, it is important to understand that the inclusion of a site within the document does not necessarily mean that it should, or that it will be allocated for future development. In all likelihood, not all of the sites referred to will be needed, and those that are can only be allocated via the Development Plan Document process (i.e. broad locations will be identified via Core Strategy, and specific sites will be identified via the subsequent Site Allocations DPD). Also, any site that does come forward for development would still need to be assessed fully via the statutory planning application process.
Work on developing the SHLAA started in mid 2008, with Babergh’s first SHLAA being published a year later, in June 2009. The intention is that the SHLAA will be reviewed and updated on an annual basis.
