BABERGH DISTRICT COUNCIL                  LICENSING AND APPEALS COMMITTEE

 

              MINUTES OF A MEETING OF THE LICENSING AND APPEALS COMMITTEE (TREES) HELD IN THE LAMBE SCHOOL HALL, GASTON STREET, EAST BERGHOLT ON MONDAY 24 OCTOBER 2005 (2 P.M.)

13            DECLARATION OF INTERESTS

 

                There were no declarations of interest.

 

 

14            QUESTIONS FROM MEMBERS

 

                 None received.

 

15          TREE PRESERVATION ORDER No BT 394 – LAND BETWEEN QUINTONS ROAD, WOODGATES ROAD AND HEATH ROAD, EAST BERGHOLT

           

Prior to the meeting of the Committee, Members met at the site to view the trees covered by Tree Preservation Order No BT 394.

 

In addition to the Members of the Committee the following were present for the site visit:-

 

Mr R Geary Objector

Mr D Carmichael Arboricultural Officer

Mr R Paddison Planning Policy Officer

Mrs L M Sheppard Senior Admin Officer (Committees)

Mrs M Whiting Admin Officer (Committees)

 

Following the site inspection the Committee met to consider objections to the Order dated 18 July 2005.  Members had before them the following Papers circulated with the Agenda for the meeting:-

 

Paper E169, including a copy of Tree Preservation Order No BT 394 and a letter of objection from Mr Geary dated 10 August 2005.

 

In considering the objection to BT 394 as set out in Mr Geary’s letter, Members were aware that an objection against the Local Plan AVRA designation of the site had been heard at the Public Enquiry. Members agreed with the view of the Arboricultural Officer that the trees were of high amenity value to the village and worthy of statutory protection.

 

The Committee accepted that Mr Geary had been carrying out tree husbandry to maintain the trees on the site, but considered that confirmation of the Order would not prevent the implementation of a proper and well considered management scheme for the site.

 

RESOLVED

 

That Tree Preservation Order No BT 394 be confirmed without modification.

 

 

The business of the meeting was concluded at 2.10 pm
