Mr P J Holbrook and Mr C D Kerr were unable to be present.
Mr G S White declared a personal interest in the item referred to in Minute No. 5 below by virtue of being a signatory to a Lotteries and Amusements Act 1976 registration for the Capel Bowls Club but indicated that his interest was such that he was able to speak and vote on the matter.
Mr J M Owen declared a personal interest in the item referred to in Minute No. 5 below by virtue of being a trustee of the Delphi Sports and Social Club but indicated that his interest was such that he was able to speak and vote on the matter.

RESOLVED
That the Minutes of the meetings held on 18 January 2007 (9.30am) and 18 January 2007 (10.45am) be confirmed and signed as correct records.

The Head of Natural and Built Environment submitted a report (Paper F194) advising that the Gambling Act 2005 passes responsibility for the licensing and regulation of gambling premises to District and Borough Councils as Local Licensing Authorities.
The costs of these new responsibilities will be met by gambling operators through a one off application fee and annual fees for gambling premises licences. The Council had resolved that Babergh’s fee levels for gambling premises would be set by the Licensing and Appeals Committee. The final fee regulations have now been published by the Government and the fee table was circulated at the meeting as a revised Appendix 1 to Paper F194.
RESOLVED
That the fees payable for each category of gambling premises licence be set to the maximum permissible level as prescribed by the regulations made by the Secretary of State as contained in the revised Appendix 1 to Paper F194 circulated at the meeting.
The business of the meeting was concluded at 10.15 am.
