MINUTES OF A MEETING OF THE LICENSING SUB-COMMITTEE HELD IN THE COUNCIL CHAMBER, COUNCIL OFFICES, CORKS LANE, HADLEIGH ON FRIDAY 1 OCTOBER 2010 (2.00 P.M.)

The Chairman of the Sub-Committee referred to the procedure to be followed at the hearing, a copy of which had been circulated with the Agenda.
The Head of Natural and Built Environment submitted a report (Paper K105) requesting the Sub-Committee to determine an Application under the 2003 Licensing Act for a new premises licence in respect of The Pavilion, The Cricket Ground, Quay Lane, Sudbury.
Members then questioned the Head of Natural and Built Environment.
The Applicant made an opening address to the meeting in support of the application. Following the presentation, the Applicant was questioned by Members.
All parties were then requested to provide closing comments to the meeting. Following this all parties withdrew to enable the Sub-Committee to deliberate the application.
The relevant parties were then invited back into the meeting and the Council’s decision was notified.
RESOLVED
That the application for a new Club Premises Certificate is granted, subject to additional conditions, beyond mandatory conditions and conditions consistent with the operating schedule (as amended), which are considered necessary and proportionate to promote prevention of public nuisance and prevention of crime and disorder in view of the interested party concerns raised. The additional conditions attached in respect of the application made under Section 71 of the Licensing Act 2003 in respect of the Sudbury Hockey Club, The Pavilion, The Cricket Ground, Quay Lane, Sudbury, are :
(1) The hiring of the Club premises and its facilities for members and guests ‘private’ functions, involving licensable activities, shall be prohibited.
(2) An appropriate official of the Club, as designated by the Club management, shall be responsible for maintaining a book to record and verify (including an authorised signature) of the actual opening and closing hours of the Club premises (within permitted hours as authorised by Club Premises Certificate BCP0011).
(3) The Club management shall ensure that glasses and litter/waste shall be cleared away by closing time.
(4) The terminal hour for the supply of alcohol activity shall be reduced by 30 minutes from those proposed by application 005733, and as now identified on Club Premises Certificate BCP0011 and summary of it, in order to provide a defined period for drinking-up and dispersal of club members and guests.

Note: Limited to no more than 6 occasions on a Friday and no more than 6 occasions on a Sunday. No frequency limitation on a Saturday.
(b) Films (indoors):
Hours authorised: 18:00hrs until 23:00hrs (Friday or Saturday)
Note: Limited to one occasion in the annual September to April duration of Club Premises Certificate BCP0011.
(c) Live music (indoors):
Hours authorised:
18:00hrs until 22:00hrs (Friday) 18:00hrs until 23:00hrs (Saturday)
Note: Limited to two occasions in the annual September to April duration of Club Premises Certificate BCP0011.
(d) Recorded music (indoors):
Hours authorised:
18:00hrs until 22:00hrs (Friday) 12:00hrs until 23:00hrs (Saturday)

CLOSING TIME:
30 minutes beyond the last supply of alcohol timing.
