MINUTES OF A MEETING OF THE LICENSING SUB-COMMITTEE HELD IN THE COUNCIL CHAMBER, COUNCIL OFFICES, CORKS LANE, HADLEIGH ON THURSDAY, 3 FEBRUARY 2011 (10.30a.m.)

The Chairman of the Sub-Committee referred to the procedure to be followed at the Hearing, a copy of which had been circulated with the Agenda.
The Head of Natural and Built Environment submitted a report (Paper K181) requesting the Sub-Committee to determine an Application under the 2003 Licensing Act by Stanstead Village Community Centre (Club) in respect of their club premises at The Hill, Stanstead. He also displayed at the meeting a plan identifying premises extensions which may necessitate a further (separate) licence amendment.
Members then questioned the Head of Natural and Built Environment.
Mr J Buckingham presented his report which had been circulated as part of Appendix 2 to Paper K181.
Members and the Applicant then questioned Mr Buckingham.
Inspector P Crick (Suffolk Constabulary) made a presentation to the meeting, informing them of the incident history of the premises and advising why the Suffolk Constabulary had not objected to the application.
Mr K McCarthy (Objector) presented his letter of objection contained in Appendix 2 to Paper K181. Mr McCarthy was questioned by the applicant.
The Applicants made an opening address to the meeting in support of the application. They indicated that they were prepared to amend their application to that contained in their existing licence with the exception of the supply of alcohol which would commence at 1200 hours rather than 1400 hours. Following the presentation, the Applicants were questioned by Members and the Objector.
All parties were then requested to provide closing comments to the meeting. Following this all parties withdrew to enable the Committee to deliberate the Application.
The relevant parties were then invited back into the meeting and the Council’s decision was notified.
RESOLVED
That the Club Variation application be GRANTED subject to additional conditions, beyond mandatory conditions and conditions consistent with the Operating Schedule (as amended), in order to promote the licensing objectives, and specifically the prevention of public nuisance. The further conditions imposed in respect of the application made under the 2003 Licensing Act in respect of the Stanstead Village Community Centre, The Hill, Stanstead are:-
(1) Complete removal of proposed extensions for live and recorded music from the scope of the application (boxes E and F of the variation form). The existing regulated entertainment provision of Certificate BCP0017 shall therefore continue to apply unaltered.
(2) The Club Management Committee shall nominate a responsible individual to supervise the premises on all occasions whilst the Club is open for licensed activities.
(3) The Club Management Committee shall promptly notify the Police, the Council’s Environmental Protection Officer and Council’s Licensing Officer of contact details for the individual as referred to in Condition (2) above, together with other key individuals responsible for the operation of the Club premises. Any changes to key contacts, whether permanent or temporary, shall be notified to those same Parties as soon as reasonably practicable. The contact details shall include the name, position, contact phone number and contact address of the relevant person and this information shall also be displayed and maintained prominently on the Club notice board outside of the entrance to the Club premises.
(4) An adequate signing-in record shall be kept and maintained at the Club Premises, with such record to include the name, address and signature of members and guests.
The business of the meeting was concluded at 11.55 a.m.
