In addition to any site inspections which the Committee may consider to be necessary, the Head of Planning (Control) will report on any other applications which require site inspections.

PLANNING APPLICATIONS FOR DETERMINATION BY THE COMMITTEE

REQUEST FOR A MINOR AMENDMENT TO APPLICATION REFERENCE B/04/01906/FHA - ERECTION OF A SINGLE STOREY OPEN SIDED STRUCTURE BETWEEN THE HOUSE AND OUTBUILDING FOR DISABLED ACCESS - 29 HOMEFIELD, BOXFORD

 

The Head of Planning (Control) to report that planning permission was granted for the above development on 11th August 2004.  The permission has been implemented and provides a covered walkway to a detached outbuilding located in the garden (approved by virtue of planning permission reference B/03/1720/FHA); this outbuilding is used as an annexe to the dwelling by the applicant’s son who is disabled.

 

Since construction however, the open sided structure has been enclosed by the applicants as the persons using the walkway were getting wet when it rained or snowed etc due to the prevailing wind and the design of the structure. The means of its enclosure is by the attachment of pvc clear sheeting to both sides with the inclusion of a similarly coated door to gain access to the side garden. Plans have been received which have been the subject of consultation with the Parish Council and neighbours; the following response is from the Parish Council :-

 

·        object to permission being granted to close in the sides of the structure as this seems inappropriate. They feel the residents should have kept to the original plan. This is an application for retrospective planning permission and by agreeing to it this could lead to a precedent being set and could encourage a creeping development.

 

With regard to the comments by the Parish Council, the enclosure of this structure in the manner undertaken on site has caused a less satisfactory appearance. However it is not prominent from any public viewpoints as it is screened due by the position of the house, garage and outbuilding. Whilst visible to the neighbour there is a 1.8 metre screen fence along the shared boundary which affords some screening both for the neighbours conservatory and this structure. On this basis it is considered that the impact of these works is insufficient to justify enforcement action to return the walkway to an open sided structure.  For this reason, it is recommended that the minor amendment to B/04/01096/FHA in respect of 29 Homefield, Boxford (described above) be approved.
