In addition to any site inspections which the Committee may consider to be necessary, the Head of Planning (Control) will report on any other applications which require site inspections.

PLANNING APPLICATIONS FOR DETERMINATION BY THE COMMITTEE

REQUEST FOR A MINOR AMENDMENT TO APPLICATION REFERENCE B/05/00545/GUL - ERECTION OF TWO STOREY DETACHED DWELLING WITH ATTACHED GARAGE.  PLOT 1, SCOSSELS, GLEMSFORD

The Head of Planning (Control) to report that planning permission was granted for the above development on 3 May 2005. The approved development scheme related to the erection of a detached dwelling with attached garage.

Work on site has commenced and the building has not been positioned in the approved siting. The proposed minor amendment was received on 16 January 2006 and has been submitted to regularise the unauthorised siting and amend the design of the property in order to mitigate against any adverse impact on the neighbouring properties.

This minor amendment has been the subject of re-consultation with the Parish Council and neighbours and following responses have been received: -

  • Two letters have been received objecting to the amendments; they object to the property being built where it is and want it moved to its original position. The house is too high, too close and they do not want the property so close to their boundary. The house is too big for the plot of land it is on, and will invade their privacy.
  • The Parish Council have recommended approval.

The objectors are primarily concerned with the siting of the property which in its revised position has brought it closer to their boundaries. The applicant has revised the design of the dwelling, removing the room at the back of the garage and has set back the first floor over the kitchen by one metre. This has had the effect of lessening the impact on the objector’s property and reducing the amount of building close to the boundary. The changes outlined should not give rise to any adverse impact on neighbour amenity such that refusal to approve the minor amendment would be justified.

It is recommended that the minor amendments to B/05/00545/FUL in respect of the erection of a two-storey dwelling at Plot 1, Scossels, Glemsford be agreed.

REQUEST FOR A MINOR AMENDMENT TO APPLICATION REFERENCE B/05/00326/RES – SUBMISSION OF DETAILS UNDER O.P.P B/01/00580/OUT – THE SITING, DESIGN AND THE EXTERNAL APPEARANCE OF AND THE LANDSCAPING OF THE SITE FOR THE ERECTION OF TWO NO. DETACHED DWELLINGS. VARIATION OF CONDITION 03 OF O.P.P B/01/00510/OUT TO ENABLE AN AMENDED PARKING AND MANOEUVRING AREA TO BE PROVIDED, ST MARY’S, HIGH STREET, BURES ST MARY

The Head of Planning (Control) to report that planning permission was granted for the above development on 27 April 2005. The approved development scheme related to the erection of two no. detached dwellings in the garden of St Mary’s, High Street, Bures St Mary.

The proposed minor amendment was received on the 21 December 2005 and involves alterations to the windows, doors and garage of both plots 1 and 2. Comparison elevations will be available for inspection at the meeting.

This minor amendment has been the subject of re-consultation with the Parish Council and neighbours and following responses have been received: -

  • The Parish Council have commented that the plans do not show how inappropriate the proposed driveway is. The unacceptable intrusion on privacy with the increase in vehicle movement.
  • The Local Member is concerned about the addition of roof lights as a minor amendment. These properties are already close to others and there could be an overlooking problem leading to a loss of residential amenity.

The changes outlined above are minimal in visual terms and should not give rise to any adverse impact on neighbour amenity, given the content of the approved scheme.

It is recommended that the minor amendments to B/05/00326/FUL in respect of the erection of two no. detached dwellings in part rear garden of St Mary’s, Bures St Mary be agreed.

REQUEST FOR A MINOR AMENDMENT TO APPLICATION REFERENCE B/05/00749/FUL – ERECTION OF TWO-STOREY DETACHED DWELLING – PART REAR GARDEN OF RICHMOND LODGE, 13, KINGS HILL, GREAT CORNARD

The Head of Planning (Control) to report that planning permission was granted for the above development on 22 June 2005. The approved development scheme related to the erection of a two-storey dwelling in the garden of Richmond Lodge.

The proposed minor amendment was received on the 14 October 2005 and involves the addition of three no. roof lights in respect of the North Elevation. Comparison elevations will be available for inspection at the meeting.

This minor amendment has been the subject of re-consultation with the Parish Council and neighbours and the following responses have been received: -

  • One letter has been received objecting to the insertion of roof lights. The current proposal indicates three windows to serve the new dwellings roof space and will overlook my property; the boundary of which is rather less than 2 metres from the buildings. I strongly oppose this application as the windows in question would have a deleterious effect upon the quiet enjoyment I must be entitled to enjoy as a property owner and council tax payer in this District.
  • The Parish Council have recommended refusal due to lack of privacy to neighbours. This new amendment will add to the impression of a very tall house in a very small space and at the moment a private space for the existing houses, which overlook this site.

The changes outlined above are minimal in visual terms and should not give rise to any adverse impact on neighbour amenity, given the content of the approved scheme. There is also no objection to the addition of additional roof lights on the north elevation in visual terms and it is not considered that these will adversely impact on the objector’s property (1, Schofield Court).

It is recommended that the minor amendments to B/04/02123/FUL in respect of the erection of a two storey dwelling in part rear garden of Richmond Lodge, Great Cornard be agreed.
