The following Members were unable to be present:-

The proceedings were opened with a short prayer for those Members who had chosen to participate. Members were asked to remember Ann Rodwell, the Chairman of Suffolk County Council, who died recently.
RESOLVED
That the Minutes of the Meeting held on 21 October 2008 be confirmed and signed as a correct record.

In accordance with Council Procedure Rule No. 13, the Chief Executive reported the receipt of a petition as detailed below. There can be no debate or comment upon this matter at the Council meeting:-
Former Sugar Beet Site Sproughton
Petition signed by approximately 250 residents of the District opposed to any future ‘Heavy Industrial’ Development. The petition will be reported to the Development Committee at its meeting on 10 December 2008 and will be taken into account when any planning brief is prepared or planning application submitted.

Members had before them the draft Timetable (Paper H157R) prepared by the Director of Corporate Services and which had been the subject of consultation with Management Team, Heads of Service, Political Group Leaders and Committee Chairmen.
RESOLVED
That the Timetable of Meetings for 2009/10 set out in Paper H157R be approved.
(a) Economic Prosperity Delivery Partnership Board
The Director of Corporate Services reported that Babergh District Council has been asked to appoint a Member representative and substitute to serve on the above Board, which held its first meeting on 9 December 2009. Members noted that Richard Cave, the Council’s representative on the Suffolk Development Agency Ltd, had been authorised to attend the first meeting ahead of a formal appointment being made by the Council, and he was proposed and seconded as the Council’s representative on the Board, with Brian Riley as his substitute.
RESOLVED
That Mr J R B Cave be appointed to represent the Council and Mr B Riley be appointed as the Substitute Member on the Economic Prosperity Delivery Partnership Board for the remainder of the current term of office.
(b) Culture and Sport Delivery Partnership Board (formerly the Suffolk Cultural Network)
Members were aware that the Babergh Member Champion for Arts and Culture is the Council’s representative on the Suffolk Cultural Network and noted that the Network has now been re-named as the corresponding Delivery Partnership. Members were asked to confirm the appointment to the re-named body and to appoint a Substitute Member, for which David Wood was proposed and seconded.
RESOLVED
That Babergh’s Member Champion for Arts and Culture be confirmed as the Council’s representative on the Culture and Sport Delivery Partnership Board, and Mr D L Wood be appointed as the Substitute Member for the remainder of the current term of office.
RESOLVED
That pursuant to Part 1 of Schedule 12(A) of the Local Government Act 1972 the public be excluded from the meeting on the grounds that if the public were present during this item it is likely that there would be the disclosure to them of exempt information as indicated against the item.
The Committee was satisfied that the public interest in maintaining the exemption outweighed the public interest in disclosing the information.
The Minute relating to the above-mentioned item is excluded from the public record. A summary of the Minute made by the Proper Officer in accordance with sub-section 2 of Section 100(c) of the Local Government Act 1972 is set out below.
The Solicitor to the Council presented Paper H158 reporting the outcome of legal proceedings in the High Court and seeking authority to defend any appeal which might be lodged. Members approved the recommendations contained in Paper H158.
The business of the meeting was concluded at 10am.
