In October 2011, the Business Case was updated for staff and service integration and transformation.  As a result of extensive engagement and consultation and an advisory residents' poll, it was decided that constitutional merger and the creation of a single council should not proceed.

In February 2011, the proposed vision for a new council was agreed.  A proposed paper on the potential size and constitutition of the new council was also agreed.

In September 2010, the two councils worked together on a Detailed Business Case.  This report supports the Outline Business Case with additional detail such as financial information. This should be read in conjunction with the Outline Business Case listed further down the page.

Within the pack, there should be:

  • Voting instructions - details on how to cast your vote via the internet, telephone, text message or by post.
  • A ballot paper (for postal only) and pre-paid envelope
